What does it cost to become a Swedish citizen?
Applying for Swedish citizenship costs SEK 2,900 for adults. The citizenship test costs SEK 2,000 per test, but the fee first applies to tests taken during 2027.
Three costs are often mixed up. They belong to different authorities and apply at different times.
The three costs
- Application for Swedish citizenship: SEK 2,900. Migrationsverket's application fee for adults, with certain exceptions.
- The 2026 civic knowledge test: no test fee. The fee rule first applies to tests during 2027.
- Citizenship test from 2027: SEK 2,000 per test under the ordinance (förordning). Certain stateless people with refugee status or a travel document are exempt.
Good to know about the application fee
- The fee is not refunded if the application is refused.
- Certain stateless refugees are exempt from the fee.
- The application can be submitted through Migrationsverket's e-service using an e-identification (e-legitimation), a valid email address, and payment with Visa or Mastercard.
- A paper form is available for those who cannot use the e-service.
Why the information about the test fee differs
UHR's information page still states that information about a registration fee is coming, while the ordinance already sets the fee at SEK 2,000 and states that the rule starts applying to tests during 2027. The web information and the legal text are therefore at different stages of updating.
Migrationsverket's statistics as of 10 September 2026 show that 75 percent of recently decided adult cases were decided within 54 months. This is backward-looking statistics, not a promise about processing time.
